Sbagen Port

Here's a port of sbagen, the binaural beats generator.  Note that the
output is jumpy unless you put "-b 8" as an argument.  The original
source can be found here:

I used version 1.4.4.  Only the files ChangeLog.txt, COPYING.txt, mk,
README.txt, sbagen.c, SBAGEN.txt, and TODO.txt are kept.
