there is a duplicate "../include" target

dir_y  = ../include $(LIBCDIR) ../include

in
./Makefile.new
./lib/Makefile

and a duplicate "include"

DIRS    = $(VENDOR_TOPDIRS) include lib include user

in
./Makefile
