New microphone patch

Here is an updated patch to the microphone driver.  It adds u16, s16, and s8
support.  u16 and s16 is actually 12-bit.  I also removed the arm9's
dependence upon the timers, using the fifo to signal when an acquisition
period is done.  The sound is much better!
