Links not building from clean SVN

I think this might be an old bug, but it appears that links cannot
find the SSL library when checked out from a clean SVN.  Could the
problem be related to this:

Shouldn't CONFIG_LIB_LIBSSL be above CONFIG_USER_LINKS_LINKS=y ?
