That check is never made here.

I get this instead:

checking for pkg-config... no
*** The pkg-config script could not be found. Make sure it is
*** in your path, or set the PKG_CONFIG environment variable
*** to the full path to pkg-config.
*** Or see http://www.freedesktop.org/software/pkgconfig to get pkg-config.

And the build succeeds.

My guess is that you have pkg-config installed, and the
build uses it to override CFLAGS etc. for libpng.

What happens if you set PKG_CONFIG=/bin/false in the configure
script environment?
